It is the responsibility of the attendee to determine if a visa is needed to enter the US. One helpful resource is on the US State Department Website: Visa Waiver Program.
If you determine that a visa is required, you are strongly urged to start the process as soon as possible. There can be significant delays in processing visas for some countries.
To obtain an invitation letter from the conference, the procedure is:
1) Submit an abstract on the abstract submission page.
2) Send an e-mail to the conference Visa Chair, Tao Shao (st@mail.iee.ac.cn) stating the title of your abstract and that you request consideration for a visa support letter from the conference.
3) The abstract will be evaluate for quality and relevance to the conference. However, a selection for oral or poster presentation will not be made until the conference technical committee meets.
4) If the abstract is accepted, the Visa Chair will send you an invitation letter.
